Science, technology and education in Venezuela

The dynamics of the technological change has caused that lives in a world on increasing complexity and uncertainty in which the conditions of the surroundings vary at the same speed that the change imposes. The implantation in the society of the denominated Technologies of Information and Communication (TIC) is producing unsuspected changes with respect to the originated ones at its moment by other technologies as the press and the electronics, locating itself its reaches not only in the field of the information but also that causes and proposes changes in social, economic, labor, legal the structure, among others. Nevertheless, each society has own characteristics, direct consequence of the complex processes by which it journeys throughout history; such they can be different according to a series from factors that find their course. As it is well-known, the Latin American countries do not constitute an economic and social homogenous society in sense, because between one of the factors which could be said that it is the lack of culture as far as the planning processes, has triggered the calls breaches economic-political-digitalises that at the moment break through between the different human groups. This increasing ““dividing” breach” or is product of the scientific and technological weakness of these countries in transition, and it becomes one of the causes that increase plus the dependency, and as well causes therefore the incipiente insertion of these regions in the society of the knowledge making difficult to them enormously its overcoming as they indicate some invstigadores to it. In this sense, the referred author assures that under this perspective the differences of the existing process between the postindustrial countries, developing and underdeveloped countries, can be attributed to the following factors: scientific research, technological development and the education. For that reason, a critical and analytical exposition of a qualitative study based on a bibliographical and documentary investigation appears, sustained in the contributions of the approach of Science, Technology and Sociedad (CTS) in the education (CyTE) to explain the entailment of the development of the tecnocientífico knowledge in the local societies. Finally, it is concentrated in the planning as a tool of entailment of CyT and in the education as agent supplier of enabled human resources in the use of the technologies, since its multiplying effect affects the technological development and the scientific research in any country. In Venezuela, this process would be facilitated conjugating the potentialities and resources of the country to reach a digital nation.

With this investigation it looks for to know the paper of science, the technology and the education, as factors of development of the nations and tries to respond the question around how these variables will contribute to the transformation of the Venezuelan social reality. The expositions indicate that the possibility certain exists to construct and to reach a virtual Venezuela in the next years; that is to say, an interconnected country glimpses and working through networks whose individuals would be enabled and trained in the use and usufructo of the new technologies. This vision of country, is based on the premise from which the opportune implementation of the Planning of Science and Technology would be instrument of entailment of the technological variables, educative and scientific, that allows to obtain knowledge specialized and oriented to the solution of problems of increasing global dimension. Such knowledge, could generate necessary the substantial changes in the national context, to manage to modify or to diminish the sense of growth of the breach or dividing digitalis in this surroundings.
