Engineering and Technological Innovation: IMETI 2010
Engineering activities are based on the development of new Knowledge (scientia), new 'made things' (techné) and/or new ways of working and doing (praxis). Scientia, Techné and praxis are three important dimensions of a comprehensive conception of Engineering as a whole. Engineering, as Scientia, is mostly developed in academia; as techné is practiced in industry generating technological innovations; and as praxis is carried out in technical and non-technical organizations, supporting managerial activities and technical procedures, via methodical and methodological design and implementation. This is why Engineering provides one of the most solid academic and professional substrata for bridging among Universities, industries and governments.
Publications and conferences related to Engineering are usually oriented to one of its three dimensions. While this is an adequate thing to do when disciplinary focus is sought, it does not represent Engineering as a whole and it misses the very important synergic relationships among the three kinds of engineering activities mentioned above. This is why a group of scholars, professionals and consultants, in the field of engineering, considered the possibility of initiating a publishing process and organizing a conference where presentations will not be reduced to one of the Engineering's dimensions, but to foster the participation of academics, practitioners and managers in the three dimensions of Engineering, in the same conference, or in the same publication, so they can synergistically interact with each other. FACEBOOK UPDATES FOR ANDROID


Users of Google's mobile operating system was having problems in recent months because Android had trouble with support for their own applications. Systems engineering is the application of the mathematical and physical sciences to develop systems that use economically the materials and forces of the nature for the benefit of the humanity.

The dynamics of the technological change has caused that lives in a world on increasing complexity and uncertainty in which the conditions of the surroundings vary at the same speed that the change imposes. The implantation in the society of the denominated Technologies of Information and Communication (TIC) is producing unsuspected changes with respect to the originated ones at its moment by other technologies as the press and the electronics, locating itself its reaches not only in the field of the information but also that causes and proposes changes in social, economic, labor, legal the structure, among others. Nevertheless, each society has own characteristics, direct consequence of the complex processes by which it journeys throughout history; such they can be different according to a series from factors that find their course. As it is well-known, the Latin American countries do not constitute an economic and social homogenous society in sense, because between one of the factors which could be said that it is the lack of culture as far as the planning processes, has triggered the calls breaches economic-political-digitalises that at the moment break through between the different human groups. This increasing ““dividing” breach” or is product of the scientific and technological weakness of these countries in transition, and it becomes one of the causes that increase plus the dependency, and as well causes therefore the incipiente insertion of these regions in the society of the knowledge making difficult to them enormously its overcoming as they indicate some invstigadores to it. In this sense, the referred author assures that under this perspective the differences of the existing process between the postindustrial countries, developing and underdeveloped countries, can be attributed to the following factors: scientific research, technological development and the education. For that reason, a critical and analytical exposition of a qualitative study based on a bibliographical and documentary investigation appears, sustained in the contributions of the approach of Science, Technology and Sociedad (CTS) in the education (CyTE) to explain the entailment of the development of the tecnocientífico knowledge in the local societies. Finally, it is concentrated in the planning as a tool of entailment of CyT and in the education as agent supplier of enabled human resources in the use of the technologies, since its multiplying effect affects the technological development and the scientific research in any country. In Venezuela, this process would be facilitated conjugating the potentialities and resources of the country to reach a digital nation.

An operating system (OS) is software that acts as an interface between hardware devices and the user. It is responsible for managing, coordinating and implementing resource sharing one computer. In order to correct the propensity to the described emigration of personnel the Venezuelan State, through its institutions, must understand first east phenomenon and know the magnitude he himself, to be able to act consequently with strategies, programs and instruments that tend to revert this process. A factor that plays against the implantation of any scientific policy in Venezuela is the present limitation of the State and the Venezuelan society due to the existing conjuncture. This causes that any measurement is cuts and has little impact. Consequently, we make some recommendations that aim to provide elements to know the phenomenon the recent emigration of scientists and Venezuelan technologists and establish strategies to quantify it. The first recommendation goes directed to that years, oriented take advantage of the initiatives made in Venezuela in the last to quantify the emigration of scientists and technologists. The Ministry of Science and Technology would have to coordinate and to operate the greater amount of information possible later to standardize it in a data base that can be updated permanently. Such data base would contribute elements to measure the international mobility of the scientists and Venezuelan technologists. Additionally diagnoses by areas, ages, sex, country of residence, institution can be made where the emigrant toils and other variables that allow to have a map near the reality in this matter. They are possible to be applied to strategies such as the creation of nodes by countries where an important concentration of Venezuelans exists, creation of virtual thematic networks, involution and reorientation of the programs from visits to the country. When counting on the information in line of these scientists, the same one could be used of multiple forms, as they are it supplies of work, to require its remote capacity, consultant's offices and consultancies. The second recommendation goes directed to solve a fundamental problem of the institutions of the system of Science and Venezuelan Technology, like it is to give value it to the administrative information that it takes place in them and of turning it a strategic tool for the efficient decision making. This would allow to orient the policies with greater certainty, the knowledge of the supply possibilities would create better opportunities of work when having and demand in the institutions and analyses with base could be made in organized and updated information. The PCI specification covers the physical size of the bus (including wire spacing), electrical characteristics, bus timing, and protocols. The specification can be purchased from the PCI Special Interest Group (PCI-SIG). Typical PCI cards used in PCs include: network cards, sound cards, modems, extra ports such as USB or serial, TV tuner cards and disk controllers. Historically video cards were typically PCI devices, but growing bandwidth requirements soon outgrew the capabilities of PCI. PCI video cards remain available for supporting extra monitors and upgrading PCs that do not have any AGP or PCI Express slots.

Parallel ATA (PATA) is an interface standard for the connection of storage devices such as hard disks, solid-state drives, and CD-ROM drives in computers. The standard is maintained by X3/INCITS committee [1]. It uses the underlying and AT Attachment AT Attachment Packet Interface (ATA / ATAPI) standards. The current Parallel ATA standard is the result of a long history of incremental technical development. ATA / ATAPI is an evolution of the AT Attachment Interface, Which was itself evolved in several stages from Western Digital's original Integrated Drive Electronics (IDE) interface. As a result, many near-synonyms for ATA / ATAPI and its previous incarnations exist, including abbreviations such as IDE Which are still common in informal use. After the market introduction of Serial ATA in 2003, the original ATA was retroactively renamed Parallel ATA. Full Version only Parallel ATA cable lengths up to 18 in. (460 mm). Because of this length limit the technology normally appears as an internal computer storage interface. For many years ATA provided the most common and the least expensive interface for this application. By the beginning of 2007, it had been replaced by Largely Serial ATA (SATA) in new systems

The chipset

The chipset is the chipset that is needed to control some specific functions of the computer like the way it interacts with the microprocessor memory or cache, or control of ports and ISA slots, PCI, AGP, USB .. . The chipset of a motherboard is a set of chips whose number varies by model and that is to manage all components of the motherboard such as micro or memory, integrated inside the controller responsible for managing external peripherals through interfaces like USB, IDE, serial or parallel. The chipset controls the system and its capabilities, is responsible for ensuring all data transfers between buses, memory and the microprocessor, so it is almost the "soul" of the computer. Within the modern chipset also integrates various devices such as video and audio controller, offering integration that allows an incredible team to build small size and low cost.
